The driving test in Maryland consists of a Pre-Trip Inspection, basic control on a Closed Course and general driving skills on Public Roads.
Each MVA has a pre-set route for the Public Road portion of the driving test.

Premier's Strategies While Driving the Test Route
Exiting MVA
- At the last stop sign on the closed course, turn left to proceed to the exit. The speed limit on the driveway is 15 MPH.
Left onto Tilghman Road
- As you approach the stop sign, signal to the left, come to a complete stop before entering the intersection. Check for traffic. When it is clear, complete the left turn.
(There is not a stop line. It is legal to stop completely after the stop sign, as long as you are not blocking the new road.)
Follow the Curve to the Left onto Merritt Mill Road
- As you approach the curve, slow down to stay in your lane as you proceed.
Right onto Jerome Road
- As you approach Jerome Road, signal to the right, slow to 10 MPH to complete the right turn.
Left onto Old Ocean City Road
- As you approach the stop sign, signal to the left, come to a complete stop before the stop line. Then pull forward to get a better view of traffic. When it is clear, complete the left turn.
(This is called a Staggered Stop. The first stop is the legal stop before the stop line and the second stop is out where you can see better. A second stop is not required by law. If traffic is clear, it is ok to proceed.)
Left onto Beaglin Park Drive
- As you approach the new road, signal to the left, follow the yellow line into the left turn lane. If the light is red, stop before the stop line.
Option 1: Protected Left Turn (Green Arrow)
- Once you get the green arrow, complete the left turn. Turn into the left lane of the new road.
Option 2: Unprotected Left Turn (Solid Green Light)
- Once you get the solid green light, pull forward into the intersection, line up your front bumper with the yellow line of the new road. Stop. Keep the steering wheel straight. When traffic is clear, complete the left turn.
(If the light turns yellow or even red, complete your turn after the oncoming traffic stops.)
- As you approach the new road, follow the yellow line into the left turn lane. There is not a traffic light. When there is no oncoming traffic, complete the left turn.
Left onto Phillip Morris Drive
- As you approach the stop sign, signal to the left and follow the yellow line into the left turn lane. Stop completely before the stop line. When it is clear, complete the left turn.
Right onto Old Ocean City Road
- As you approach the traffic light, signal to the right and follow the curb into the right turn lane. If the light is red, stop completely before the stop line. This is the only right on red opportunity. We DO NOT recommend that you turn right on red. We strongly recommend waiting for the green light.
- If the light is green, slow to 10 mph to complete the right turn.
- Turn into the Right Lane of the new road. Then signal to Lane Change to the Left Lane.
Right onto Jerome Road
- As you approach the new road, signal to the right and slow to 10 mph to complete the turn.
(The road is immediately after the sign for the Unitarian Universalist Church.)
Left onto Merritt Mill Road
- As you approach the stop sign, signal to the left. Proceed a little beyond the stop sign and stop completely before entering the new road.
(There is not a stop line. It is legal to stop completely after the stop sign, as long as you are not blocking the new road.)
Follow the Road to the Right onto Tilghman Road
- As you approach the curve, slow down to stay in your lane as you proceed.
Turn Right into MVA
- As you approach the MVA driveway, signal to the right and slow to 10mph to complete the right turn.
- Proceed along the main driveway and be prepared to Perpendicular Park on the right side. As you approach the parking space, signal to the right, steer to the left to be further away from the parking space, find your reference point and turn into the space.
Don’t worry if the car is a little crooked.
Stop before hitting the curb in the front. Put it in park and turn the car off.
The test is not over until the car is turned off.
Congratulations!
