🔍 Gather Your Documents 🔎
When you are at least 15 years and 9 months old or older, you may apply at the MVA for your learner’s permit.
You need the following documents:
- U.S. Birth Certificate
- Original Social Security Card
- Proof of Residency (If you are under 18, your parent is your Co-Signer on the application and their address is your proof.)
- Attendance Form if you are under 16

MVA will accept verification by the parent or guardian instead of the high school.
***You do not need to complete a Driver Education Program before getting your permit. You can attend the classroom portion of driver education without your permit but you will need your permit to complete the 6 hours of driving. ***
🔍 Study for the Test 🔎
There is a knowledge test with 25 multiple choice questions on the computer. You must answer 22 out of 25 correct to obtain your learner’s permit. The questions are taken from the Maryland Driver’s Manual.
MVA offers a practice test online 👇

Hint: The test has a skip feature. If you are not completely confident, skip the question 😊
🔍 Schedule the Test 🔎
MVA requires an appointment for all services.

🔍 Fees 🔎
The fee for the learner’s permit is $50. You do not pay until you pass the test.
If you fail the test, you may test the next day if there is an appointment available. If you fail a second time, you must wait 7 days before re-taking the test.
The permit is good for 2 years, and if you are under 25, you must keep your permit for 9 months before you can test for the provisional license.
