MDOT MVA Instructor Licensing
As part of the MVA Instructor Licensing Process, Apprentice Instructors are required to successfully complete this course.
One exception applies: Maryland state–certified teachers are exempt from this course if they can provide a copy of their Maryland State Teaching Certificate to MVA.
Upon successful completion, an MVA Compliance Inspector (DECI) will observe you teaching a driver education classroom unit to actual students. This training is designed to be simple, convenient, and highly practical—specifically preparing you for MVA’s Final Evaluation.
- This course is approved by the Maryland MVA for Apprentice Instructors.This course is available to individuals who are currently employed by a driving school and hold an Apprentice Instructor Permit.
Course Overview
This course is designed as an independent or directed study course. All required materials are provided through the links below.
Participants will read and review topics relevant to teaching driver education classroom lessons, then complete an assignment submitted electronically.
There will be one required classroom session*. During this session, the apprentice instructor will teach the trainer a 20-minute mini lesson, prepared in accordance with the lesson criteria outlined below.
*This session can be via Zoom or in person.

Dates & Times
This training is conducted one-on-one.
Training sessions are available 7 days a week — morning, afternoon, or evening.
👉 Morning sessions are preferred.
Most candidates can expect to begin right away and complete the training within a few weeks, depending on availability and readiness.
